For the „Getica” Training Center at the Cincu Training Range, considerable investments are being made by the Romanian authorities. The bridge over the Olt at Voila was built by the Brașov County Council, CFR has modernized the assets in the Voila Station where NATO military equipment arrives. Now, the Brașov Regional Railway Branch wants to repair a side ramp in the Voila Station where tanks are loaded. In order to develop this NATO center, the Ministry of Defense has also seized land from the properties of the town halls and people from the neighboring communes of Șoarș, Cincu, Merghindeal and Iacobeni for the expansion of the training range. We can say that more money is being spent on the military field than during the war, although Romania is not at war.

100,000 lei for repairs to the ramp at Voila Station

Recently, regional CFR Brașova launched a tender for the development of technical expertise and DALI documentation for the repair of the side tank loading ramp at the Voila station, located on Magistrala 200, as reported by clubferoviar.ro. The estimated value of the contract is 100,000 lei, the equivalent of almost 20,000 euros, and the services aim to analyze the technical and structural condition of the metal elements and the running surface, as well as recommend optimal constructive solutions for consolidation and repair. The acquisition aims to ensure fast and maximum safe access for armored vehicles over 80 tons, according to military requirements. Within the framework of the contract, at least two solution variants will be developed, with new materials, and the necessary approvals, authorizations and certificates will be obtained for the correct implementation of the project. The offer must be submitted by December 12, 2025 and will be valid until March 12, 2026.

The NATO Bridge took 40 million lei out of the budget

The NATO bridge at Voila was inaugurated on July 4, 2025. It was an investment of 39,718,038 lei, including VAT, of which 32,242,093 lei was allocated through the PNDL program, and the difference of 7,475,944 lei was provided from the budget of the Brașov County Council. It was a project that underwent changes and updates to the project for 4 years, all of which were costly. The bridge has a length of 96 m, a span of 13.5 meters and a 100-year warranty, offered by the builder, the CON-A company from Sibiu.  This objective ensures traffic towards the Cincu Industrial Park, but also the DJ 105 connection with DN1. Brașov County Council had, in 2021, a project for the rehabilitation of

Modernized roads

DJ105, Voila-borders Sibiu county, with a length of 18.843 km for which it had paid design, studies and approvals worth 690,000 lei. Currently, there has been no further talk about this investment. In addition, for the period in which the works on the bridge over the Olt were carried out, a bypass road was established that ensures the connection of the localities of Cincu, Cincșor with DN1. For these works at DC 4A, the amount of 1.6 million lei was used in 2022, money allocated by the Brașov County Council, but also from the local budget of the Voila commune.

He appropriated 1200 ha of local people’s land

Our elders ended up in communist camps and prisons waiting for help from abroad. Then, between ’48 and ’57, help did not come to save the country from Bolshevism, but the flawed agreement concluded by the great powers was accepted. Half a century later, they landed with all their combat equipment in almost all the military training grounds in the country. Romanians welcomed them with open arms, saluting the parade of tanks and military vehicles that had taken over the country’s roads on their way to the training grounds included in NATO. Billions of euros are being spent on armaments, more than during the war. But it seems that it is not enough. The Cincu Training Ground is at the disposal of the Land Forces Combat Training Center under NATO patronage. A real military city has been established here, with housing, schools, shops, a dispensary, where over thousands of soldiers from all NATO member states work. Although the military unit uses the entire area of the polygon, the leadership of the Military Center launched, in 2023, the idea of acquiring ownership of another 1200 hectares of land, an area that belonged to the city halls and the people. That is why the city halls received from the commander of the Land Forces Combat Training Center a document requesting the mayors’ approval for the requisition of the 1200 hectares of land belonging to the city halls of Cincu, Șoarș, Meghindeal and Iacobeni. For example, the Cincu commune owns over 2000 hectares in the polygon, and the Șoarș commune owns 1212 hectares, plus another hundreds of hectares owned by the villagers. The commune of Șoarș also lost a significant area of pastures and forests, this being targeted by the RNP, a state institution with which it has been at war in court since 2014.  We recall that the mayors who own land areas in the polygon could use them for grazing based on a protocol signed with the Ministry of National Defense through UM 01495 Cincu in 2015, which was based on the provisions of Law no. 346 of 2006, art. 63, paragraph 8. Thus, each mayor was mandated to sign the lease contracts with livestock breeders from the communes for the pastures in the polygon. The commune of Șoarș, for example, distributed the 1212 ha of the polygon to livestock breeders from Șoarș, Seliștat, Felmer and Rodbav, through HCL. In the commune of Şoarş, there are registered, as shown by the statistics from the Agricultural Bureau of the city hall, 24,000 sheep, 500 cows, 200 goats, 100 horses and 60 buffaloes. The villagers live from agriculture and animal husbandry. But these aspects were not taken into account, nor the memories of the locals, and the lands were requisitioned, paying 1 leu/m2.   (Lucia BAKI)
