The Brasov County Council issued on Monday, November 10, the order to start supervision services for Lot III Şoarş – Bărcut – Sibiu County border (15.355 km). As shown in the contractual agreement signed by the Brasov County Council with SC PORR Construct SRL, the company will in turn issue the order to start the execution of the works. Also, on Wednesday, November 12, the site will be handed over to the contractor. The implementation period of the execution works is 30 months from the date of issuing the starting order. The total value of the contract regarding the technical design and execution of the modernization of Lot III reaches 58,813,606.64 lei excluding VAT, of which the creation of the design documentation had a share of approximately 7.5%. The III Şoarş – Bărcut – Sibiu county border road requires major repairs and modernization of the road structure, so that traffic between the villages belonging to the Şoarş commune, up to the administrative border with Sibiu county, can be carried out in optimal conditions.

Technical solutions adopted

According to the technical expertise, the bridge located on DJ 104D at km 16+400 will be demolished and replaced with a new construction. As for the bridges at km 17+500 and km 25+400, rehabilitation interventions will be carried out through slab overconcrete works, superstructure repairs, infrastructure consolidation and arrangement of the Hârtibaciu riverbed. For the modernization of the county road DJ 104D, the best option from a technical and economic point of view is the construction of a new flexible road structure (made of geotextile, 30 cm thick ballast foundation, 20 cm thick crushed stone foundation, 6 cm BAD 20 bonding layer, 4 cm BA 16 asphalt concrete wear layer), as it has low maintenance and restoration costs, short execution time, increased safety in wet weather and snow, reduced traffic noise. Therefore, the contractor will completely rebuild the Şoarş – Bărcut section – Sibiu county border, from the foundation to the traffic surface, with everything that means shoulders, bridges and footbridges, accesses to properties and side roads, stations for county public transport and road signs. After issuing the order to start the works and handing over the site, the construction site organization will begin, and to the extent that the weather conditions are favorable, the contractor plans to carry out the works to reinforce the existing road structure in the rural areas, the execution of drains in order to take over groundwater (these being positioned under the water drainage ditches), the construction of transverse bridges located in the rural areas of the Şoarş and Bărcut localities, as well as the construction of the new road structure on the road sections located in the Bărcut forest, respectively at the exit from Bărcut.

Design of Lot II Făgăraş – Şoarş 

Lot II of DJ 104D, 10.085 km long, which connects the municipality of Făgăraş and the locality of Şoarş, will also be modernized, the constructor being the association Diferit AG SRL (leader) – Diferit SRL – Viarom Construct SRL – SC Construct CDP SRL. The design documentation has been drawn up, and will be finalized and received when the CTE approval is obtained from Transgaz, an approval that will clarify the modalities for protecting or relocating, as the case may be, the gas mains.

  • We are launching the largest investment objective to modernize the road infrastructure that we are implementing in the Făgăraş Land, in the current mandate. We are starting the works on the section between Şoarş and Bărcut, up to the administrative border with Sibiu County and are taking the steps leading to the launch of the works on the section between Făgăraş and Şoarş. The modernization of the 25 km of county road 104D will mean improving the connectivity of the localities in the area with the main roads, stimulating the local economy, supporting investments and the development of existing businesses, capitalizing on the tourism potential and, implicitly, a better quality of life for our fellow citizens „, declared the president of the Braşov County Council, Adrian-Ioan Veştea.

For the modernization works of the two sections of DJ 104D, the county administration accessed government funds under the „Anghel Saligny” National Investment Program, in a total amount of 140 million lei, respectively 70 million lei for each lot. Given the budgetary constraints that determined the decision of the Ministry of Development to stop submitting transfer requests related to the „Anghel Saligny” Program, the Braşov County Council took the necessary measures to ensure the implementation of this essential investment project for a viable and modern road network in the Făgăraş area from its own funds.
